Public policy making is about understanding the intentions of those who govern, distinguishing the goals they seek to reach, and predicting the possible obstacles they may face. As much an art as a science, public policy is not only about designing effective initiatives, it also about implementation, outcomes, and measuring for success.

The Congressional Research Service (CRS) works exclusively for the United States Congress, providing policy and legal analysis to committees and Members of both the House and Senate, regardless of party affiliation. As a legislative branch agency within the Library of Congress, CRS has been a valued and respected resource on Capitol Hill for nearly a century.


CRS is well known for analysis that is authoritative, confidential, objective and nonpartisan. Its highest priority is to ensure that Congress has 24/7 access to the nation's best thinking.

As an experienced public policy analyst and advisor, my work spans the UAE and USA.

In the UAE, I have been involved in conferences, training, and advocacy meetings for healthcare policy as well as teaching public finance and economics for Master's degree programs in public policy and public administration at Mohammed bin Rashid School of Government. Examples of policy analysis:

In the USA, I was senior-level executive in policy advisory service to U.S. Congress using highly effective oral, written and interpersonal communication skills and keen analysis backed by sound evidence-based research; demonstrating an ability to effectively and comfortably interact in government, corporate, political and/or educational institutions; serving an average of 20 to 30 consulting clients on public policy weekly for more than 10 years.

Specifically, served as a policy analyst, a manager, and a senior-level executive in the Government and Finance Division at the Congressional Research Service (CRS).  As a research manager, I was responsible for a team of economic analysts:

·        Leading, planning, organizing, and coordinating research projects related to public policy issues in economics; and ensuring public policy problems are appropriately conceptualized and defined;

·        Evaluating the written research and analysis of staff to meet quality standards, and;

·        Providing leadership to research staff including, work flow management, goal setting, mentorship and team leadership, and performance evaluation and other personnel management.
